                                                                        THE DEPUTY REGISTRAR ESTABLISHMENT

The office of the Deputy Registrar-Establishment is a section under the Registrar’s Office and is in charge of planning, coordinating and controlling all administrative and human resource activities, which include staff recruitment, promotion, discipline, and employee welfare. The office of the Deputy Registrar (Estab) is comprised of Six (6) units, namely: Personnel Matters, Training and Development, Record and Documentation, Housing Matters, Leave Matters, and Pension Matters.

According to Section 3(vi) of the Nigerian Army University Biu Scheme of Service 2019, the Deputy Registrar (Estab) is responsible to the Registrar for the day-to-day administrative work of the University. By virtue of that office, the Deputy Registrar serve as secretary to major committees of the University, Assist the Registrar in ensuring efficient day to day administration of the University, Advice the Registrar on matters relating to the general administration of the University. As the Administrative Officer of the University (Estab), the division is responsible for the custody of records, statistics of staff employment, Advising the Registrar on all establishment matters, University Conditions and Scheme of Service. The division also responsible for the interpretation and implementation of human resource policies, strategies; industrial Relations –interpretation and implementation of collective agreements.

Mr. Ibrahim Bulama Bukar until his promotion as the Deputy Registrar (Estab) of the University by the Governing Council.  He was employed by the Nigerian Army University Biu in November 2018 as Principal Assistant Registrar. He possesses B.Sc Political Science (2008) Degrees, a Post Graduate Diploma in Education (PGDE) 2010, Diploma in Public Administration (2000). And M.Sc. Public Administration (in view). Mr. Bulama has been involved in University Administration and Management for over eleven (11) years. He has been instrumental to and had facilitated several administrative processes involving staff and students of the University viz: Administration, Training and Career Development, and several other student academic support services. He has served and headed some of the major divisions and units of the University like: Faculty Officer, Administrative Staff Establishment, the Establishment Division, Sub-Unit of Staff Welfare (Academic and Non-Academic), Hall Officer to mention a few.

He is a member of several Professional Associations among which are:

  • Institute of Registered Administrative Managers of Nigeria
  • Institute of Professional Managers and Administrators of Nigeria

Mr. Ibrahim Bulama Bukar has attended several National and International Conferences in his quest for career development. Among which was the training at the Administrative Staff College of Nigeria (ASCON) Badagry-Lagos. He is a professional administrator of repute with adequate knowledge of the workings of the Tertiary/Higher Education system of Nigeria.
Mr. Bulama is from Viukuthla, Biu Local Government Area of Borno State. He is happily married and the marriage is blessed with children.
