Emmanuel Luke Balami is an Associate Professor of Innovative Management, and currently the Ag. Dean, Student Affairs. Balami backs a B.Sc. (Hons) Bus. Admin., & M.Sc. Management, University of Maiduguri.; Ph.D. Management, University Putra, Malaysia. He is a member of professional bodies including; Nigerian Institute of Management, Teacher Registration Council of Nigeria, Asia-Pacific Chemical, Biological and Environmental Engineering, Association of Business Specialists and Entrepreneurs, and CISCO Associate.
Balami had an early carrier in computer hardware after his training in Computer and Mathematics at The Federal Polytechnic Mubi (1994), where he backed a Distinction. After brief engagement with the Borno State Government, Balami joined the Petroleum Trust Fund (PTF) 1995-1999 there he served as Head of Computers for Northeast Nigeria. After the disbandment of PTF, Balami went into a full time computer consulting, training, repairs and other associated businesses at that early stage of computer awareness in Nigeria. In 2003, Balami joined the University of Maiduguri Computer Centre, as a Computer Technician, till 2007 when he was transferred to join the Department of Computer Engineering, University of Maiduguri as a pioneer staff (Senior Technician) during which he supervised numerous Engineering students’ final year projects aside that he taught computer reliability and maintenance and networking. Over the years, Balami’s computer knowledge/works, experiences with Managers and Government Executives instilled in him the desire to interface Management and Technology. In 2010/2011, he carried out a research leading to the award of M.Sc. on, e-Commerce awareness and practice among academics of Federal Universities in Northeast Nigeria, the outcome showed little awareness and practice, especially willingness to engage in e-Commerce among the population as at then, and recommended for education on e-Commerce among the population. Shortly, (2012) the Central Bank of Nigeria introduced the first trial on cashless policy in some selected cities of Nigeria. In furtherance to his quest to use technology to ease and enhance management practices, Balami designed, tested and implemented a technology to facilitate water use control at end-user level, this model earned him an international grant from International Business Machines (IBM), USA, under a global competition on- “Students for a Smarter Planet, being one of the only two from Asia during Balami’s Ph.D. candidature in 2015. Balami have volunteered services both within and outside Nigeria as part of his community service. Recently, in 2022, Balami engaged in collaboration with Biu emirate, FRSC Biu command, NPF Biu Division, NDLEA Biu command, Association of Tricycle operators Biu and other transportants under the theme – “Sustainable Safe Tricycle Operation in Biu Town”. Balami has also consulted for NGOs on; “Inclusive Governance, IDP and community resilience in Northeast Nigeria”. During his headship at Nigerian Army University Biu, three programmes under the Department of Management (Economics, Management, and, Transport & Logistics Management) secured a “Full Accreditation Status” during the 2022 Nigerian Universities Commission accreditation exercise. Being the Ag. Dean, Student Affairs from September 2025 to date, the Deanery, has made some achievements including organising “students’ skill showcasing day” and successful student orientation university-wide in a University without Students’ Union under the leadership and support of the Vice Chancellor, Prof. L. B. Buratai and his Management Team.
Balami has written journal articles on diverse topics, with emphasis on application of Technology in Management. He has also won and closed the prestigious TETFund Institution-Based Research grant 2024 and the competitive prestigious TETFund National Research Fund grant worth over 32,000,000 (research on-going). He has written a book on- “Innovative Management in the Information Age (2025)”.
The Student Affairs Division
The Students’ Affairs Division is a component of university system created for administration and management of students’ issues. It is the unit that organizes the students’ programme in the university system. The unit support students’ development within the studentship in the school. The Dean of Students’ Affairs, who is a member of the academic staff of the University and by virtue of the office a member of senate, is the head of the Division.
He/she is appointed by the Vice-Chancellor and is directly responsible to him/her for the day to day running of the Division and for the conduct of students’ affairs. The Dean is assisted by Students’ Affairs Officer, who is a senior member of the administrative staff from the Registry and handles the secretariat work of the Division.
Student Affairs Division is divided into the following units
Office of the Dean
The Student Affairs Division is headed by a Dean with some support staff to assist in achieving the set Vision and Mission of the Nigerian Army University, Biu (NAUB). The Office of the Dean of Students’ Affairs is to coordinate all non-academic affairs of the students and is designed to attend to the following:
- Organize and coordination of orientation programme; for new students to educate them about university life and various challenges they would face in the course of their study;
- Promotion for the welfare and general wellbeing of students
- Offering guidance and counselling service to identify and assist students who are pruned to cultism or violence and counselling for underperforming students;
- Supervision of various campus programmes
- Responsibilities towards issues that involve student academic duties and student life,
- Socio-individual counselling and Job facilitation for graduating students etc.
- Oversees the disbursement of Bursary Awards to Students by the various States that pay bursary to their students.
- Promotion of peaceful coexistence between students, staff and other stakeholders in the university;
- Recommendation of corrective measures when the rules & regulations of the university are violated.
- Provision of adequate accommodation and facilities for students in halls of residence
Central Administration Unit: This unit is under the supervision of Student Affairs Officer who is a senior registrar staff. His/her task is to coordinate all the administrative work of the division under the directives of the Dean. He handles among others; student welfare matters and liaises with relevant organization on behalf of the students. He/she organizes lecture on orientation programme and handles matter relating to NYSC etc.
Guidance and Counselling Unit: The unit is responsible for the mental health issues of students. It deals with social, personal, emotional, academic and other issues. It is the function of the unit for the fight against substance abuse. It offers advice to student on employment matters, organizes lectures, excursion and provides information on career prospects of students.
Student Relation and Hall Administration Unit: This unit monitors student’s welfare and social events in the halls of residence. It allocates accommodation to students and ensures proper maintenance of hostels. Under the supervision of Student’ Relation Officer he/she enforces all rules and regulations governing hostel accommodation. He/she keeps up to date records Hostel Accommodation. He/she reports to the Dean through the Student Affairs Officer on all matters relating to student’s relation.
Sports and Recreation Unit: This Unit is responsible for providing sporting facilities and equipment for the students. The sport officer of the Unit coordinates the use of campus sports and recreation facilities in cooperation with other user units such as athletic, physical education and student activities and also provide participation in a variety of recreational sport activities which satisfy the diverse needs of students, faculty and staff.
